That's easy. Just make the "five number bet," which covers 0, 00, 1, 2, 3.
You are paid 6 to 1 on a 33 to 5 bet, house advantage is 3/38 or 7.89%.
This is the only bet at 00 roulette with an house edge different from 5.26%.
