Let's see. Just what city is Project City Center supposed to be the Center of?...not Las Vegas, which begins a couple of miles to the north...and certainly not Henderson, which is even further away. I give up. What is the city?

Could be this: Center City is a "family correct" term for Sin-ter City. Since we know Vegas is really for families.
Hence...."Sin City" ; )

I'm not sure they could use the term "strip center" or "center strip."

My guess is that they're thinking it's the center of Paradise, though it's really too far to the west to be the exact center, it's decently in the center of the north-south delineations on that west side. Have you seen the signs on the south end of the Strip as you head north that say "Now entering Paradise"? That's the name of the neighborhood where much of the Strip lies.
Here's a link to the area that Paradise encompasses:

Paradise, Winchester, Whitney, and the like are a few of the 92 tax assessment districts in Clark County.
