The bartender makes money by selling you drinks. If he doesn't ask, he can't sell you a drink. When he asks
can I help you ( in whatever tone) what's wrong with a very honest "I'm all set , thanks". That lets him know
you don't want a drink and he'll leave you alone. Don't worry too much about what the bartender is thinking.
He is trying to make sure you get a drink ( and he gets a tip) and that you're not going to scare off his
customers. That's all.
