"Cheat" according to Pennsylvania

Hi all

As most know Pa just passed slot gaming. Pa defines "Cheat": To alter
without authorization the elements of chance, method of selection or
criteria which determine: the result of a slot machine game, the
amount or the frequency of payment "etc.". These words lead me to
believe the Pa games will be fair games. I guess these words may
apply to the players too. Pa will be second behind Vegas with 14
gaming joints and 61,000 machines. I only wish they would have
created 30 or 40 licenses. Then casinos would be forced to compete.
Great for the players and good for taxes.

If anyone is interested the bill can be read on line. Go to Pa Senate
and key in HB2330 in the spot where it asks for bill #.

Will these new slot machines be VLTs or real slot machines? Have
they set a maximum payout? Or is it to early to tell?

Hi hans...

I am guessing they will be real slots. The bill is 70 or so pages
long. I just glanced through. The minimum payback is 85%. That means
not a whole lot as I believe Vegas rules may be the same figure. I
saw no max. %. I have included directions to bill as maybe someone
else may see something the others might miss. There will be enough
different companies running things that there might be enough
competition to get a decent play for the players. In my area,
Pittsburgh, we will be getting maybe three within 40 or 50 miles. We
also have 2 racinos in W. Va. within an hour drive of Pgh. Payout on
vp in W. Va is a crummy 92% if I run pay schedules in Dancer.
However, I don't know if random. I ahve heard Mountaineer race track
has been fined a few times for not paying back the minimum $$ to
players. However, I have never read anything in print to prove rumor.
Philly may do better for players as the casinos will have to compete
against each other and AC and racino in Delaware. Worst case, when Pa
gets up and running AC will most likely do better comps for players.
Even if Pa has rotten vp AC should improve for us.

What kind of games do you think they will offer when the casino is
only allowed to keep 48% of the profits.

Hi George

I haven't heard or read what % of win the state gets. However, the
big thing is how big the pie is. If the casinos generate a lot of
action then 48% would be ok. Sonething in the casino favor is they
can deduct the comps from profit. I'm not 100% sure on that but, I
think I read that somewhere. I believe that's one reason in AC some
hotels post rates for the rooms. For instance, Taj in AC posts
nightly rate in suite as up to $3000.00 a night. So a comped room
might generate a nice profit for hotel with reduced taxes. I guess
time will answer most of our questions.
