I took a shuttle from Suncoast 15 months ago to Bill's, so if it's still running, you can get all the way out there.
I was taken to Suncoast by car and noticed signs there about a shuttle to the Strip. I inquired at the check-in desk and a very obliging employee told me it's really only for their guests but she would write me out a slip if the driver asked to show a hotel key. He didn't and I enjoyed the long ride back to the Strip free and easily walked back to Caesars without bothering my friends to drive me back.
