Note the phrase "video _gambling_" ... as opposed to "video _poker_", specifically. This make help make sense of the later comment, below.

Note the phrase "requires no skill or strategy"; surely this was not meant to include Video Poker, or else Frank Quinn needs to learn a thinkg or two about VP.
