Permission from whom? The newspaper encourages sending copies of its
contents.

From the copyright owner(s), and in this case might include all
of the commenters.

The newspaper encourages sending copies of its contents.

IANAL, but I don't know that the newspaper has the authority
to authorize verbatim quoting in this case. And, I don't see anything
on the page that encourages sending copies of the contents, which
would probably mean sending a link if it did.

Also, anytime permission has been granted, it should be prominently
indicated in the post, so that I don't have to look for it.
