They're well hidden, but (2) of the $1 machines on the top floor are fullpay.
Look for the 2 with the worst (ie - hard to read) screens, set to play D-E-A-D S-L-O-W.
The slot managers keep them on the floor, but apparently they don't really want anyone to play them.
You're quite correct - nothing else in the casino is even remotely playable. Try across the river - the Seneca Niagara at least has 50-cent Bonus Poker (99.1%) - no cashback, but Casino Niagara's is so miniscule it hardly matters.
