True, but hardly ever prosecuted.
The other part of the problem is the person who really owns that SS# will now
have phantom income & a tax liability that will surprise them in the future.
Common problem caused by illegals is when they use counterfeit SS cards using
the same SS # multiple times & IRS tries to collect for unreported income.
