I'm on a Harrahs junket. Is there a car rental agency at the airport or at Harrahs?

Yes, there is Enterprise at the airport, but the rates are very high ($60 day last time I looked).
There is also Hertz at Harrah's in the Veranda hotel. Have never checked their prices but I'd bet that they are expensive as well.
There are some shuttle services that are more reasonable:

yes there are rental cars at the memphis airport. they are a short ride by
shuttle. rental cars have become expensive.at the tunica airport i understand
there is an enterprise rental .
