Caesars Windsors has increased it video poker paytable in double, double bonus. It had went from 8-5 to 9-5 at the .25, .50 and $1. It is on the multigame slant tops and some uprights. It is not much but better than before.
They have also added a few more games on these machines.

Caesar's Windsor has $1 and $2 full pay Pick 'Em ( near the high roller table area, go left from main entrance) but they earn points at 1/8th the standard rate. $80 CI for 1 Reward Credit and 0 bonus reward credits."

I used to know most of the Detroit VP free people years back (90s to early 2000s). We used to meet at different casinos for dinner and then play video poker. Windsor casino was where I spent hundreds of hours (and thousands of dollars) before the Detroit casinos were built and before you needed a passport to get into Canada. They used to have a lot of good, fair vp games, including full-pay Pick'em in the quarter and 50 cent amounts.
I also played a lot of dollar Pick'em there and in Detroit, but quit the dopllar games because the losing streaks could run onto the thousands of dollars if you were unlucky. Pick'em is still the best video poker game in our area (99.95% payback with perfect strategy), but alas, the Pick'em pay scales have all been reduced in Detroit and the state to around 96% or worse making them a long-term loser. Let me know if you ever go to the Windsor Casino and want to play that game for dollars (you are going to need a couple of grand for a bankroll). I still have tutor software and strategy cards that, in the long term, could at least(with a little luck) help you to stay even. Terry PS: Those Double Double Bonuis games are very volatile and will cost you a lot of money if you are just a little bit unlucky.
