Has this bypass/interstate/whatever been finished? Coming south from Reno, will I be able to use a bypass to the WEST to get to Green Valley Ranch? I'd like to stop off at Red Rocks Casino enroute but last time a lot of this planned-bypass was unfinished.

If it's finished, how is it identified coming from the north? route # or whatever? Last year, I couldn't find it. Didn't know where to exit to get to Red Rocks Casino and other points further south.
The route you're asking about is 215, and according to Google Maps (I don't get to the NW that often) you can go directly from 95 to 215 to Red Rock, though Google also seems to think it's slightly faster to just continue on 95 to Summerlin Parkway west and then to 215 and Red Rock.
Maybe it depends on time of day and traffic.
And then you can take 215 from Red Rock to GVR, yes.

To get to 215 from US95 S, exit at Durango, turn right on Durango and after
about a mile turn right onto 215. Perhaps in a few years they will build a
"real" interchange at 95 and 215, but right now it's easier to find 215 from
95 N than from 95 S. It is much easier to continue on 95 S to Summerlin
Pkwy to access the casinos on the west side.
