I suggest that you could use a progressive strategy equal to the ER of

the ever increasing jackpot value).
That's correct. (Except that, as your opportunity cost fluctuates, your
strategy should change to match).
While you will certainly end with a constant long term ER -- assuming the
game is positive -- you will not be realizing the full potential of the
progressive because you will hit fewer Royals than you competition;
That's not necessarily correct. You'll hit fewer royals, but you'll have
less drain. And the royals you do hit will be larger, on average, than
they'd be if you were following a more aggressive strategy. Which is a
better strategy will depend on how fast the meter goes up, what share of the
jackpot-eligible machines you control, and how aggressively the uncontrolled
machines are being played.
This calculation is pursued in full detail primarily by teams, but Randy C's
synopsis -- it depends on the opportunity cost of the alternative plays, and
the lost opportunity that hitting the current jackpot represents -- is a
good summary.
