There seems to be many rules involved with number "3" but, very
little or no details as to why only Hold this or that.

  In other words, always hold W89T. It's redundant to mention the possible 3 card wild royal here, as it appears first (higher up) in the strategy. Otherwise you'd have to mention the straights, too: "If the 5th card is a 6,7,J, or Q, hold the straight". Strategies are implied to be top-down, and the player should select the first match.
   
  >Hold W9TJ if the fifth card is a 3, 4, 5, or A (where the A must be unsuited with the J and T).

Ditto - always hold W9TJ.
