Which One Is Luckier?

Bob writes in the article:
One reason I'm having so much trouble deciding which is luckier is
that there is no universally-accepted definition of what luck is. As
one Supreme Court justice once said about a different matter
altogether, "I can't define it, but I know what it is when I see it."
I'll suggest that luck is a matter of infrequency, magnitude and
circumstance.
A quarter player who takes a pot shot at a $ machine and hits a royal
might be deemed to be luckier than a regular $ player who does so --
in particular because the quarter player likely has hit the royal on a
smaller number of $ plays.
A top line MS royal (and more so, a 10x STP royal -- approx one of 15
MS royals will occur on the top line, only about one in 400 royals in
STP will be combined with a 10x multiplier) would likely be deemed
lucky given the magnitude of the payout relative to the wager involved.
However, that "luck" might be weighed against the player's lifetime
play. One could respect the sentiments of a 10x STP royal winner if
they'd didn't feel particularly lucky if they've played through 1000
royal cycles (an extraordinary example, of course).
