I think you may have misread his column, he didn't say that Illinois
withholds taxes from jackpots but he DID say that the fellow told him about the
"non-refundable state tax." I understood it to mean that there is no chance for
writing off losses against W2G's (as it is in Michigan).

The information Dancer received is in error: in Illinois, W2G's are issued
without ANY state income tax withholding.
