Vegas is already competing with a growing number of casinos spread throughout the country. If they want to increase their gambling volume, then they have to offer something better than local casinos.
If casino brass didn't care about attracting lots of gamblers, then they'd just decrease the square footage allotted to gaming--it's not going to happen.
Just because there are a lot people doesn't mean there are a lot of gamblers. The fact that gamblers can't play as long on their budget with short pay tables decreases the number of people who are actually playing. I've seen lots of empty machines during the week in Strip casinos.
