Once I was told by a slot host that Tunica gaming law
prohibits "FULL PAY" VP machines. Does anyone know anything about
this and if it is fact ?

There is such a law, although it is not worded as described by the
slot host you talked to.
According to Mississippi Gaming Comission rules (not "Tunica gaming
law") machines with a theoretical return over 100% with perfect play
(not the same thing as "full pay VP") are not allowed. This rule
demonstrates a fundamental misunderstanding of the VP world by the MS
Gaming Comission in my opinion.
From time to time the MS Gaming Comission has sporadically attempted
to enforce this rule by forcing casinos to reduce the paytable or
eliminate certain VP games. Nevertheless, up until the hurricane
last year one could still find positive games in at least 2 casinos
in Mississippi.
