I was there in July. I was staying on a boat, so I was limited to what I could walk to. Here is what I found:
   
    Isle of Capri--they do have about 10 $.25 9/6 TITO machines on the second floor. In the first VP area on your right after you go up the stairs. They might be mulit denom $.25/1.00 machines, but I can't remember for sure.
   
  Hard Rock--this is a brand new very nice casino, but a VP wasteland. Nothing approaching a good play.
   
  Palace Casino--No good VP, but they do have a $10 FreePlay promo for new players.
   
  Grand Casino Biloxi (Harrah's)--Several (6-8) $1 9/6 and $.25 9/5 bartops at the back bar. I could not find much else, but for a Harrah's property this isn't too bad.
   
  I did not make it to the Beau Rivage, Boomtown, IP or Island View so I can't help there.

Also, btw, there is not much else there but the casinos. Katrina was particlarly hard on Biloxi. Gulfport also. A lot of what was damaged has been leveled, but not much but the casinos has been rebuilt.

Island View? I didn't see any vp of interest there and they seemed to have
it conveniently located all in one area for me to search. Suppose I could
have missed something. In its previous incarnation, the Copa, a divey
little casino set amongst the bannana boats and shipping yard, had one of
the more interesting vp inventories outside of Nevada. When they inherited
the Grand they eliminated the one nice thing about it, which was the lazy
river and tiki bar in the pool area that sold big tropical drinks I could
place on my belly as I floated the afternoon away. You do now get to play
tables with a giant picture of Emeril grinning back at you on the felt,
though...

The Beau had a few decent plays.

We actually found some good games at the Palace, new machines. The IP has a
pretty good selection too.
The Beau has been intermittent for us.
