First, some if not all VP machines are not like a computer as
we think of it. The 'code' is probably in something like an
eprom and so modifications are not as simple as loading a new
program. Instead, it probably requires swapping out a chip.
IT IS ON A CHIP BUT THE CHIP CAN BE REPLACED WITH ANOTHER ONE IN ABOUT 10-15
SECONDS. THEY ARE NOT SOLDERED IN. THEY POP RIGHT OUT. IT IS AS SIMPLE AS
LOADING A NEW PROGRAM BUT YOU WOULD LOAD IT ONTO THE CHIP. THIS COULD BE
DETECTED EASILY BY THE GAMING COMMSION AND WOULD I THINK BE ILLEGAL. A SMALL
CHANGE LIKE AMERICAN COIN DID A FEW YEARS BACK TO STOP ROYAL FLUSHES WOULD BE
HARDER TO DETECT.
