Best VP in Dover Downs

Here are his comments:

I've posted this before but you will only find VP machines that do not deal randomly from a 52-card deck in Washington State Indian Casinos and New York Racinos (those are VLT's that are based on scratch-off tickets. Other VLT's in other areas behave like Nevada machines). Also, VP in Class II Indian jurisdictions operate on a Bingo game rather than dealing randomly from a 52-card deck.

Did I come to the wrong conclusion?

Harry, I thought what you say was true too at one time. But based on our prior discussions and comments made by Bill Coleman earlier in the year, there is no indication that this is a "bingo" game, match card or "genie". I think these are randomly generated but with poor paytables. Gary

I'm writing from limited information so I may have been mistaken.

I'll note first off that I've always seen VLT video poker as being
defined as a hand/outcome based upon a predetermined win amount
distributed from a central lottery system. However, I've also seen
mention of some machines in VLT-only jurisdictions that, as you note,
lack the type of the outcome correction mechanism you note to force a
predetermined win.

I'll also remark that I've never seen specifics about the machines
spotted in DE/WV racinos. A key determinant in my willingness to play
in these casinos would be that the equipment is manufactured by firms
that have machines in place in NV that would comply with NV statutes,
such as IGT. (That's now a gray area since I don't know how
distinguishable their new Class II equipment is from randomly dealt
Class III machines.)

I based my statements on a limited internet search, a dated copy of
the American Casino Guide, and a broad statement made by Linda Boyd in
her newly published book, "Video Poker Edge".

In that book, she writes of DE/WV (among others) vp "... the racino is
not a good place to play ... in most or all cases, the machines found
in these facilities are VLT's -- not video poker machines with random
number generators."

If I have correctly interpreted her table on which states have VLT's
(which I know she extensively researched with state gaming
authorities), these states do not have any Class III equipment.

I'm hoping that Bill and Linda will weigh in on this thread.
