Looking for the "best" games is a good first step.
But if you don't know how to play the game with good strategy, you will be hurting.
Suggest you buy Jean Scott's book "More Frugal Gambling" and invest in one of the tutors such as WinPoker or Frugal Video Poker.
I don't believe that Dover Downs or Charles Town has anything that pays over 99% thus making it unplayable for most video poker enthusiasts.
