There probably is no such thing as a "best", but check out the new VPFree2 database and make your own decisions based on what looks good to you. Yes, there's still a lot of "full pay", especially at quarters.
In my opinion, you can't beat the Cannery. Why not try that out, but just don't bring your camera.
