Are the Full Pay Deuces at the Palms making them money?

I think so, just from my personal experience. We booked a night there this past Thursday. We then moved downtown to the Golden Nugget, but kept coming back to play those machines.
I broke about even playing the deuces. Played poker there. At three buffets there. My wife and I played quite a few slots there.
So, just based on this they came out ahead. I also noticed quite a few players that played no where close to perfect strategy.
I think it was a good business decision on their part to bring them back.
The Royal drought continues. I didn't play enough to hit one this trip. I didn't even have a 4 to it draw.
Between my wife and I we only lost $200, so I consider that a pretty good trip.
Btw: Downtown was packed Friday night. I bet Halloween is a blast down there.

One player's personal experience on a short is no basis for making this conclusion

My guess is that profit-loss on those specific machines is not critical to Palms management. They are willing to lose a few dollars a day on them and have them there for 'bragging rights' purposes.

This is my opinion. I have no inside info regarding this.
