I read the article about this sale in the Mohave Daily News, and I
couldn't see where the new owners wished to make the
Flamingo a "high end" property.

In fact, what I read was that American Casino and Entertainment
Properties is focused on "value oriented" casinos. They are
currently the owners of the Stratosphere in Las Vegas.

They did say they planned to spend "tens of millions" of dollars
to upgrade the Flamingo over the long term. Perhaps from this
statement someone is assuming the Flamingo will become a
"high end" property?

From Hamstockman's tiny URL some selected quotes:

"Carl Icahn's AREP Gaming took possession of the 3,565-room property today
and announced that it would be re-branded by December, at which point it will be
re-christened the Aquarius Casino Resort."

" However, the Aquarius brand "tested off the charts," prompting its
selection from among 200 competing monikers. Asked why AREP hadn't simply extended its
Arizona Charlie's imprimatur into Laughlin, Brown replied that Arizona
Charlie's was a good brand to connote value but not a resort-oriented name."

"The stated aim of Brown and incoming general manager John Lind is to make
the Flamingo/Aquarius the only high-end property in Laughlin... Lind added that
while the Flamingo was no longer the leading casino in Laughlin, it would be
again under AREP's stewardship."

(I had Arizina Charlie's Riverview in the naming pool)

Wellllllll ok. I stand corrected. And just when I was getting so I
was enjoying the place, it'll soon be beyond my means.
