Another tax question

My father-in-law hasn't paid taxes in years(not enough pension & SS). He hit a $1200 slot in Iowa so I'm assuming they took out Ia. state tax & not federal(I didn't talk to him...wife did). Will he have to submit federal tax if this still doesn't raise his income above the amount for taxes and will he be able to get back that amount from state if he does submit???
Appreciate any answer from someone in the know.

No tax return needed in that case.

He will have to file an Iowa state return to get any back. How much he gets back depends on whether he is a resident of Iowa or not and other various factors. Just have to file the return and see.

I assume that he did file in 2007 in order to get his tax rebate check in 2008. I believe the minimum income amount was only 3,000. If he didn't you might want to look into it. A single filer got, I think 300, joint was a minimum of 600.

If his income is still not high enough he will not have to pay tax. Each state has different tax laws. In Indiana you can not write off your losses. You can write off some other deductions however. He should file in Iowa if he has the desire and time -- he might get some of it back
