It could still be back in the courts. The law that let the license move from the Galena area included the dockside gaming provision. On it's face that makes the law unconstitutional in IL. By the IL constitution these should have been two separate laws. Waukegan was appealing on grounds related to this which were halted while the current charade unfolded. I suspect they will be back. If the law is overturned, in theory the dockside barges at both Joliet properties and Aurora would be dead. (I would suspect that the IL legislature would re-write the law quickly!)
