An Advantage License Plate

Just curious... do you know? Can a specific license plate in standard format be requested that is not subject to an additional charge, or would a requested specific number and letters, even in the "typical" format, be charged extra the same as a "vanity" plate?

Nevada is a state where the typical license plate number is
in the format 123 ABC. Vanity plates are available --- subject to certain
limits --- for an additional charge.

Last night, in a casino parking lot, I saw the license plate
728 NSU.

Getting a vanity plate without paying for it strikes me as

So unless this plate predates the rule and was grandfathered in or something... or maybe the owner knows someone at the DMV.

CA has a similar rule.
