Hmmm....How about because Al Q spent the previous 6 years planning out the attack, and the most immoral, irresponsible president in US history was too busy getting head under the Oval Office desk to bother giving the order to kill OBL, or to worry about a follow-up to the attacks early on in HIS presidency....
