I'm from a state where it is illegal for Casinos to give free alcoholic
beverages. In Las Vegas, will I be able to use my Harrah's reward
points to comp the wine/alcohol part of the meals and only have to pay
cash for tips or is there a special ruling on that too?

I've never had problems using my Rewards points to pay for alcohol at
the bars. I've used my card at Flamingo, the little bar outside
Flamingo, Harrah's, and the bar outside at Caesars.
