What they want is to lure to old folks in who are getting their SS and Pension checks and are getting feeble in the mind. They likely figure old folks have the most disposable money and are easy pickins. Some old folks don't fit this though and the ones that do make up for the fewer winners. Naw it isn't fair, but just marketing savvy.
