Disagree. If they are talking for one minute, it is ok. If longer, they should move away from other patrons. A person that is standing behind another distracts me. Some of us are senior citizens, and require fewer distractions to be able to concentrate.

I have no problem with people next to me talking on a cell phone, as
long as they keep their voices down to a normal conversational level.
I figure it's the same thing as if the person next to me was talking
to a friend standing behind him/her, or sitting on the other side,
except that I can't hear the other side of the conversation.
Part of being a good VP player, or being good at any of a number of
things, is being able to block out distractions and concentrate on
what you're doing. Sure, it's nicer when there aren't any
distractions, but we don't play in a vacuum, so we have to learn to
deal with the elements.
