What is being referred to is the EV for the VP game itself without counting any progressive(s), bounceback (mailed offers), cashback (slot point rebate) or drawing entries. 8-6 Jacks or better and 10-7 Triple Bonus Kings or better (Not a common game but available on IGT products.) are two games near 98.5%. Those extras can add up if the casino is careless or progressives have not been hit in awhile.

Would you please explain, for those of us who don't know, what a "98.5% off the top game" is, or what "98.5% off the top" means? I bet I'm not the only one here who has no idea what you are talking about.
