Is that really the distinguishing characteristic of a 1-2-3-4-4 paytable, holding two pair? I know it's a big one, but it's not the only one. I'd agree with you though that it's the first change that occurs to me when I compare the two games, FPDW and NSU.
Several other variants of DW pay 4 for a FH, albeit they're bonus and deluxe variants. So it's not just that FH pays 4, it's the combination of quads paying only 4 instead of 5, and that flushes pay 3 instead of 2. So the total difference between FPDW and UD is 2-3-5 versus 3-4-4:
