I am a visitor 2-3 times a year & I ask the same question Scot did.
$$$ is the bottom line. Rooms are so cheap they don't factor in
highly. Same with most comps.

Both visitors and locals should analyze the casino they go to from a "total value" point of view. Everything in a casino has value to a player, ambiance, comped rooms, comped food, cash back, bounce back cash, promotions, games available. Each player has his/her own priorities and can assign a value to all factors, you then add it all up and you find the casino that you will give the most action to.
When I analyze a casino as a visitor I give the comped room and food a value of at least $70 a day for a couple. As a quarter player that is equal to about a %1 return on my daily play. I don't believe that this is a number that should be taken lightly.
I agree $$$'s is the bottom line, but everything goes into its' calculation .

On a play that's valued at about $30 an hour, if you had the bankroll to
play it, wouldn't you just pay for the room of your choice somewhere
else (or use another comp or offer)?

$30 per hour times 10 hours = $300 .If the place where I would normally stay and play has a play at $10 per hour expectation and gives me comps worth $100, then I am better off playing at the $30/ hour establishment.
If, however, my personal requirement was a suite and gourmet meals at every opportunity, and for this I play a game with a minimal per hour profit say $5 per hour, i.e. Pick-em at The Hilton or at Paris then the decision would go the other way if I valued the suite and gourmet food at greater than $250 per day.
Like I said before , assign a personal value to all things in a casino, add up the numbers and the choice will usually be clear, but not the same for everybody .
Using another comp or offer usually requires play at that establishment, unless this is a farewell stiff job to a place that I don't want to return to. I usually don't have the time to give meaningful play to places where I am not staying. If I did have the time, then the same decision making formula applies, except the result would be different .

Us visitors also place a higher value on atmosphere
than locals. I'm certainly not a pro. I like to gamble
when the odds are good. I won't play terrible VP.
But I will play 9/6 JOB. And I will play at a casino
that I like to be in because I am on vacation.
