Okay. So, now I know of *one* state that I will not gamble in.

If there are any other states that either 1) withhold tax at the
time of the jackpot; or 2) do not allow offsetting wins with
losses; or both - I will NOT play in any of those states.

It is giving up way too much (like throwing away money).
Especially, when there are plenty of other places to gamble!

Illinois does not withhold any taxes, but they do not allow loses to
offset wins.
