including "never bust". House edge of 3.91%

Same basic question. Did the Wizard figure the no bust player for
basic strategy on his splits, doubles, and soft 17 and 18. If so,
then he has given way too much credit to the no bust types I have
seen.
My guess is roulette (00) or worse. Over 5%.
