Agreed...the words "logic", "reasonable" and "IRS" do not belong in
the
same sentence.

It occurss to me that the vast majority of people are
net losers and hence would pay no additional taxes. As
commonplace as gambling has become many more would be
driven to itemize if this sort of surveilance existed.
Of course there are some winners that would pay more but I
wonder if the overhead would justify the return? I'm not
going to call the IRS rational, but sometimes there may
be some method to their maddness.
